New VRU chief of staff, NGO reps meet to push ahead with Rada reform programme

The Chief of the Verkhovna Rada Apparatus Viacheslav Shtuchnyi met with representatives of non-governmental organizations in Ukraine in the light of the parliamentary reform

On November 1, the Verkhovna Rada chief of staff Viacheslav Shtuchnyi held a meeting with international non-governmental organizations that provide support to the Ukrainian parliament in the context of the parliamentary reform and upbuilding of the parliament’s capacity.

The main purpose of the discussion was to consolidate efforts, optimize the resources and prevent the duplication of groundworks.

Among those invited, there were representatives of USAID RADA Programme, the EU-UNDP Parliamentary Reform Project, the National Democratic Institute in Ukraine (NDI), the International Republican Institute in Ukraine, the Westminster Foundation for Democracy (WFD), and Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH programmes.

Viacheslav Shtuchnyi stated that one of the key tasks of the reform is to amend the Verkhovna Rada regulations, taking into account the experience of the world’s leading countries.

The new manager informed the audience that there are plans to conduct both functional and financial audits within the entire apparatus very soon, so that starting from January 1, 2020 there would be brand new organizational and staffing structures.

The chief of staff emphasized Rada’s utter openness to dialogue and asked the NGO representatives to submit their proposals aimed at reforming the parliament.

The non-governmental organizations, for their part, gave voice to their suggestions towards possible support to the parliamentary reform, including improvements to an end-to-end legislative process and parliamentary control, directions for strategic restructurization of the office (apparatus), digital transformation of Rada, strengthening the role of working and communicating with citizens, and the like.

The invited representatives of international organizations gave their views on the necessity of making communications to be more effective, implementing training and educational programmes, further growing of corporate culture, providing advisory assistance to MPs, creating a new research service (team), exchanging of analytical insights in the economic and financial spheres, activating the inter-parliamentary dialogue, etc.

Viacheslav Shtuchnyi was then loud in his praises to the Education Center of Verkhovna Rada, which had recently started to function at the parliament, and stressed the importance of expanding the center’s work.

He then also underlined an acute need for having trainings for the staff of the Verkhovna Rada apparatus.

The chief of staff also focused on reforming the research and analytical services. According to him, the elect of the land and real professionals should work in this field for good money.

In summary, Viacheslav Shtuchnyi put forward a proposition to create an NGO reps-manned task group in order to develop an action plan and mechanisms of its implementation.

"Best recommendations will be taken into account," he assured. - We are ready for dialogue. The polar thing is to attain weighty results".
