The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Thursday’s plenary session.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

After the speeches, the Verkhovna Rada carried the agenda of the current meeting.


The current agenda:


1.     On granting consent for criminal prosecution, detention and arrest of a Ukrainian parliamentarian Yaroslav Dubnevych.

2.     Draft resolution No.1008-P (including draft resolutions Nos.1008-P1, 1008-P2 as the alternates) “On cancellation of the Verkhovna Rada’s decision of 16.10.2019 as to the adoption of the draft law on amendments to certain laws of Ukraine pertaining to activity of judicial administration authorities”.

 

  • First reading

3.   Bills Nos.2110, 2110-1 “On public electronic registers”.

4.   Bill No.2179 “On prevention and counteraction to legalizing (laundering) ill-gotten profits, financing of terrorism and financing of the proliferation of weapons of mass destruction”.

5.   Bill No.2189 “On amendments to the Law of Ukraine ‘On voluntary amalgamation of territorial communities’ (regarding an easier approval of prospective plans for formation of territories of communities of the Autonomous Republic of Crimea and the oblasts).

6.   An array of bills on enhancements in tax administration, elimination of loopholes in the tax law.

7.  Draft resolution “On dismissal of members of the National Television and Radio Broadcasting Council of Ukraine”.

8.  Draft resolution “On establishment of a Verkhovna Rada temporary commission of inquiry to investigate the conflagrations (detonations) at the ammunition parks in Ichnia (the Chernihiv oblast), Kalynivka (the Vinnytsia oblast), Balakliia (the Kharkiv oblast), Svatove (the Luhansk oblast), Kryvyi Rih (the Dnipropetrovsk oblast) during the period of 2014-2018”.

  

  • Second reading

9.   Bill No.1041 “On amendments to the Law of Ukraine ‘On sources of financing of the public road system of Ukraine’ (regarding instituting a mid-term planning for the development and maintenance of public roads)”.

10.  Bill No.2283 “On amendments to the Law of Ukraine “On the state budget of Ukraine for 2019”.

11.  Bill No.1152-1 “On amendments to the Criminal Code of Ukraine regarding the liability for falsification of pharmaceuticals or circulation of forged medications”.

 

MPs then proceeded to the business of the day.

 

Laws, bills and resolutions passed

 

On prosecution of MP Yaroslav Dubnevych

--Three SAP-initiated motions dated October 11, 2019

Upon lengthy consideration, the parliament gave its consent for the criminal prosecution of the said MP (332 ayes), for the detention (241 ayes), and for the arrest (229 votes).

 

On public e-registers

--Draft bills Nos.2110, 2110-1

The parliament passed the bill No.2110 “On public electronic registers” by 320 ayes.

 

On labour, employment and migration

--Draft bill No.2168

PMs have seen into the draft bill No.2168 “On amendments to certain legislative acts of Ukraine regarding the state policy in the field of labour, working relationship, employment and labour migration”. The parliament confirmed the bill by 292 votes in favour on the first reading and in tote.

 

The Verkhovna Rada Chairman Dmytro Razumkov said that in Ukraine there is a delegation of the North Atlantic Council, headed by NATO Secretary General Jens Stoltenberg, making its official visit to the country.

The presiding officer gave the floor to NATO Secretary General Jens Stoltenberg, who then stressed in his speech that “the current parliament of Ukraine has a historic occasion to change the country for the better”.
