"The opposition should get real tools to control the activities of the Parliamentary majority and the Cabinet of Ministers," Vice Speaker Olena Kondratiuk

Parliamentary control is the second most important function of the Verkhovna Rada after the legislative one, which needs to be further strengthened at the institutional level. This was stated by Deputy Speaker of the Verkhovna Rada of Ukraine Olena Kondratiuk during the International Conference "Parliamentary Control in the XXI Century".
She pointed out that the Verkhovna Rada is usually referred to as the legislative body, while law-making is not all the functions of the Verkhovna Rada, especially in the parliamentary-presidential republic.
"Parliament's mission is also to constantly monitor the activities of the Cabinet of Ministers. The Cabinet of Ministers of Ukraine is accountable to the President of Ukraine and the Verkhovna Rada, but is controlled and accountable at the same time exclusively to the Verkhovna Rada," Olena Kondratiuk stressed.
She noted that sometimes, unfortunately, there is an imitation of parliamentary control and there are questions about its effectiveness.
However, the Verkhovna Rada of Ukraine is moving in the right direction to ensure more effective implementation of the Parliamentary control.
"You know that was adopted the Law of Ukraine No.  4131, which eliminates various conflicts, clarifies and regulates the procedure for consideration of reports, other information from the Government and other authorities. This law was initiated and supported by the leadership of the Verkhovna Rada and leaders of all the parliamentary factions. The vote was taken by a constitutional majority. This speaks of a consensus and a common vision of the need to strengthen the Verkhovna Rada as an institution and the tools of parliamentary control," Olena Kondratiuk stressed.
The Deputy Speaker of the Verkhovna Rada also noted that this law has significantly strengthened the effectiveness of parliamentary hearings, introduced clear deadlines and a list of bills that must be submitted for consideration based on the results of the recommendations of parliamentary hearings.
"However, in democratic European countries there is another component of parliamentary control. This is an internal control exercised by the opposition. In fact, the main purpose of the Parliamentary minority is to control both the activities of the Government and the work of the majority within the Parliament," Olena Kondratiuk stressed.
According to her, the status and rights of the opposition should be enshrined and guaranteed at the legislative level. In addition, the minority must be given real tools for parliamentary control.
"Without giving the opposition effective and additional tools of parliamentary control over the Government and the majority, it is impossible to talk about 100% effectiveness of parliamentary control as such," thinks Olena Kondratiuk.
