Committee on Freedom of Speech Supports the Draft Law on Preventing and Counteracting Anti-Semitism in Ukraine

At its meeting, the Committee on Freedom of Speech considered the draft Law “On Prevention and Counteraction Anti-Semitism in Ukraine” (No. 5109), and the related draft law “On Amendments to Article 161 of the Criminal Code of Ukraine to Implement the Provisions of the Law of Ukraine 'On Preventing and Counteracting Anti-Semitism in Ukraine'” (No. 5110).
Bill No. 5109 defines anti-Semitism, indicates its main manifestations, prohibits anti-Semitism, its manifestations, establishes the types of liability for violations of anti-Semitism' legislation.
The author of the bill noted that the proposed definition is based on the working definition of anti-Semitism, approved by the International Holocaust Remembrance Alliance (IHRA) and recommended by the European Parliament for use in EU member states.
The draft law No. 5110 provides for amendments to Article 161 of the Criminal Code of Ukraine in terms of establishing criminal liability for manifestations of anti-Semitism.
The Committee decided to recommend to the Verkhovna Rada to adopt both bills in the first reading.
The members of the Committee also considered the appeal of Chairperson of the Commission on Journalistic Ethics Andriy Kulikov regarding possible pressure on the members of the Commission, freedom of expression, as well as illegal issuance of press cards and abuse of the status of a journalist.
