Ruslan Stefanchuk about the parliamentary foresight: how is the planning and development of predictability of the legislative process

First Deputy Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk spoke about foresight as a tool of strategic planning in the Parliament of Ukraine during the webinar "Strategic foresight in the public sector: the experience of the United Kingdom of Great Britain and Northern Ireland".
"For me personally, this issue is inextricably linked with the issue of increasing the institutional capacity of the Verkhovna Rada of Ukraine in general. It should be noted that the Parliament of Ukraine is a dualistic subject in this matter: on the one hand, it belongs to the institutions that carry out foresight, and on the other hand, it is a body that forms the basic normative element of foresighting," Ruslan Stefanchuk said.
According to him, the Verkhovna Rada of the current convocation has already done a lot to plan both its activities and develop predictability of the legislative process.
The politician also expressed his opinion on the strategic "state foresight" and focused on certain scientific and analytical centers on which such a function should be entrusted.
"First of all, it should be about the National Academy of Sciences and branch academies of sciences, the National Institute for Strategic Studies of Ukraine, the Institute of Legislation of the Verkhovna Rada of Ukraine, and soon the Presidential University should become such a center. Of course, in order to fully perform the tasks of foresight, these institutions still need to go a certain way, increase their institutional capacity, develop the functionality of forecasting, modeling, critical analysis, and so on. However, these institutions have both the appropriate potential and certain traditions that will allow them to become powerful "think tanks" with the tasks of strategic foresight," said Ruslan Stefanchuk.
