( Information Department of the Verkhovna Rada of Ukraine Secretariat )

Members of the Committee discussed the draft Law on Amendments to Certain Legislative Acts of Ukraine to Ensure Protection of Property Rights and Other Real Rights to Immovable Property Belonging to Children and Wards (No. 5229).
The purpose of the draft law is to legislatively strengthen the protection of the rights and interests of children and wards when parents (adoptive parents) or guardians commit on their behalf or in their interests transactions that are important by stipulating the obligation to obtain the consent of the guardianship authorities for the relevant transactions, as well as to provide for the obligation of the state registrar to verify the relevant consent when performing the relevant registration actions. The list of property in respect of which it is prohibited to carry out division, exchange, alienation without the permission of the guardianship authorities is also expanding.
Based on the results of the consideration, the MPs decided to recommend to the Main Committee to adopt the draft law as a basis with the Committee's remarks.
The MPs discussed two bills on amendments to the Tax Code of Ukraine No. 5238 and on amendments to the Customs Code of Ukraine No. 5239 on supporting domestic book publishing.
The draft law No. 5238 provides for the provision of income tax benefits to publishing houses, publishing organizations and printing companies on re-equipment of publishing and printing base, development and introduction of the newest technologies and expansion of production of books.
The draft law No. 5239 provides for exemption from customs duties on imports of printing equipment by publishers, publishing organizations and printing companies.
The MPs stressed the importance of adopting the draft laws to support domestic book publishing, but stressed the need for significant refinement. Based on the results of the consideration, the members of the Committee decided to support the adoption of these bills as a basis.
