First Deputy Chairperson of the Verkhovna Rada of Ukraine Ruslan Stefanchuk named the TOP important draft laws that need to be adopted by the Parliament of Ukraine.
"On February 2, the Verkhovna Rada of Ukraine adopted the Plan of Legislative Work of the Verkhovna Rada of Ukraine for 2021, which included 376 bills. I would divide the higher priority into several groups. The first is the issue of countering Covid: the provision of vaccines, reimbursement, etc. The second is the issue of judicial reform. This is a number of bills, including No. 3711-d (regarding the resumption of the work of the High Qualification Commission of Judges) and others introduced by the President of Ukraine to unblock the work of the judiciary," said Ruslan Stefanchuk.
In addition, he said, there are many important bills related to privatization, issues related to the provision of benefits to Ukrainian producers and improvement the quality of national legislation.
"Another block in which I will personally take an active part is to improve the quality of Ukrainian legislation. There are currently more than one million legal acts in force in Ukraine, including those of the Soviet era. It is necessary to "de-Sovietize" Ukrainian legislation, and then move on to the introduction of uniform rules concerning law-making activities. We still do not have the basic alphabet - how laws should be made," he said.
He also noted that there are a number of bills related to the "economic guillotine" and digitalization.
"At the extraordinary plenary session, we adopted the world's first bill on the recognition of electronic passports, which in the app "Diia" is a substitute for paper ones. This is one of the steps towards translating many services into digital form, which the President of Ukraine professes. By September of this year, we have to move in many directions to the so-called 'paper less' regime, ie paperless functionality," said the First Vice Speaker of the Parliament of Ukraine.
In addition, the issue of democracy is important too.
"These are bills on electronic petitions, public discussion, administrative procedures, the introduction of democracy in the judiciary. We combine all these tasks into blocks: short-term (for 2021) and long-term," he said.
