The Committee on National Security, Defense and Intelligence recommends to adopt as a basis the draft law on Military Funeral Ritual

During the meeting, the members of the Committee considered the draft Law on Amendments to the Law of Ukraine "On the Charter of the Garrison and Guard Services of the Armed Forces of Ukraine" on the procedure for organizing and conducting military funeral ritual No. 4636 and the alternative draft law on amendments to the Law of Ukraine "On the Charter of the Garrison and Guard Services of the Armed Forces of Ukraine" regarding the military funeral ritual No. 4636-1.
The draft law No. 4636 provides for the introduction of a number of amendments to the Charter of the garrison and guard services of the Armed Forces of Ukraine, which contain an expanded procedure for conducting a military funeral ritual for various categories of servicepersons, determine the procedure for its organization and conduct, the powers of officials of the Armed Forces of Ukraine, other military formations formed in accordance with the laws of Ukraine, law enforcement and intelligence agencies, special purpose agencies with law enforcement functions, relevant public authorities and local governments, other state bodies on the organization and conduct of military funeral rites.
The alternative draft law No. 4636-1 proposes:
- to determine the procedure for burying dead (deceased) servicepersons and other persons specified by the laws of Ukraine with the conduct of a military funeral ritual;
- powers of military officials to organize the burial of dead (deceased) servicepersons and other persons specified by the laws of Ukraine with the conduct of a military funeral ritual;
- to extend the provisions of the Statute of the garrison and guard services of the Armed Forces of Ukraine in the part relating to burial to servicepersons who died (died) while defending the independence and territorial integrity of Ukraine; servicepersons who died while performing military service; deceased or killed participants in hostilities who defended the independence, sovereignty and territorial integrity of Ukraine, took the direct part in the anti-terrorist operation during its conduct; in the implementation of measures to ensure national security and defense, repulse and deter armed aggression of the Russian Federation; servicepersons of the Armed Forces of Ukraine, the Security Service of Ukraine, the Foreign Intelligence Service of Ukraine, other military formations formed in accordance with the laws of Ukraine, which by the decision of the relevant state bodies were sent to participate in international peacekeeping or security operations in the period of hostilities; fighters for the independence of Ukraine in the twentieth century, defined in paragraphs 1-14 of Article 1 of the Law of Ukraine "On the legal status and honoring the memory of fighters for the independence of Ukraine in the twentieth century."
Following the consideration of the draft laws, the MPs decided to recommend to the Verkhovna Rada to reject the draft law No. 4636, and to adopt the draft law No. 4636-1 as a basis.
The meeting also approved an updated list of working groups established in the Committee on National Security, Defense and Intelligence.
