“The first referendum can be held this year,” Ruslan Stefanchuk

It will be possible to organize the first referendum after the signing of the bill “On democracy through an All-Ukrainian referendum” by the President of Ukraine Volodymyr Zelenskyy. The statement was made by the First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk.
«The number of referendums that can be held during the year is unlimited. The holding of a referendum depends only on the initiative of the population, and not on the will of the President of Ukraine or the Verkhovna Rada of Ukraine», — noted Ruslan Stefanchuk.
According to him, in order to initiate a referendum, it is necessary to create an initiative group. Such a group must consist of at least 60 citizens of Ukraine who have the right to vote on the day of its formation. It is created at a meeting of citizens, at which the substantiation of the position on the issue of the all-Ukrainian referendum on the people's initiative and the issue that will be put to a referendum must also be objectively presented.
After the meeting, the authorized representative of the initiative group submits to the CEC the documents of the meeting signed by the chairperson and the secretary. The CEC analyzes compliance with the law during the formation of the initiative group and decides on the registration of the initiative group.
The referendum is held like a regular election: people will come to the polls and vote. Observers will monitor how many people came and whether they violated the voting rules.
“An all-Ukrainian referendum shall be deemed to have taken place if at least 50% of the voters included in the State Register of Voters took part in the voting. This is a kind of safeguard against accidental voting,” said the First Deputy Chairperson of the Verkhovna Rada of Ukraine.
