The Committee on Ukraine’s Integration into the European Union considered a number of draft laws on compliance with EU law and Ukraine's international legal obligations

The Committee on Ukraine’s Integration into the European Union considered a number of draft laws on compliance with EU law and Ukraine's international legal obligations.
 
The members of the Committee considered two bills that propose to cancel the time transfer in Ukraine – the draft Law №4201 “On the Calculation of Time in Ukraine” and its alternative №4201-1. The Committee concluded that both bills are compliance with EU law and Ukraine's international legal obligations
, but needed to be refined, in particular to eliminate legal uncertainty.
 
The committee also considered at the meeting bills that propose to regulate the market of gas, timber, road transport, etc.
 
According to the decision of the Committee, not contrary to EU law the draft laws:
 
- No. 4539 On Amendments to Certain Laws of Ukraine Concerning the Provision of Privileges to Certain Categories of Citizens of Ukraine Applying for Consular Actions. The bill proposes to provide benefits for the payment of consular fees to certain categories of citizens of Ukraine. In particular, victims of the Chornobyl disaster, persons with disabilities of groups I and II and children with disabilities. According to the Committee, the document is in line with the objectives of the UN Convention on the Rights of Persons with Disabilities and the Standard Rules on the Equalization of Opportunities for Persons with Disabilities.
 
- No. 4376 On amendments to Article 7 of the Law of Ukraine “On Road Transport”. The bill proposes to entrust the organization of passenger transportation by intra-regional routes, which will go beyond the territorial community, to the regional state administrations.
 
- No. 4259 On amendments to Article 16 of the Law of Ukraine “On Atmospheric Air Protection”. The bill regulates relations in the field of handling-controlled substances and products containing them, and the use of which affects the ozone layer and climate change.
 
- No. 4197 On the market of wood. According to the authors of the bill, the document is aimed at creating a regulatory framework for the functioning of the timber market through a combination of free competition and government regulation. The bill does not contradict EU law, but needs significant refinement in order to move closer to EU law.
No. 4437 On Amendments to the Law of Ukraine “On the National Anti-Corruption Bureau of Ukraine”. It provides for a change in the procedure for the appointment and dismissal of the NABU Director. The Committee concluded that the document did not contradict the objectives of the Association Agreement, but needed to be revised to take full account of the Decision of the Constitutional Court of Ukraine No. 11-r/2020.  
 
The MPs also approved the Work Plan of the Committee for the period of the 5th session of the Verkhovna Rada of Ukraine and the Committee's proposals to the draft agenda of the next 5th session of the Verkhovna Rada of Ukraine of the IX convocation.
