30th Anniversary of Ukraine’s sovereignty: Ceremonial sitting of Parliament

A grand meeting of the Verkhovna Rada of Ukraine on the occasion of the 30th Anniversary of the Declaration on State Sovereignty of Ukraine.

The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov, his first deputy Ruslan Stefanchuk and the Deputy Chairwoman the Verkhovna Rada of Ukraine Olena Kondratiuk presided the solemn meeting.

The Chairman of the Verkhovna Rada of Ukraine announced that the sitting is attended by the President of Ukraine Volodymyr Zelenskyi, Ukrainian parliamentarians of the first and the ninth convocations, chairmen of the Verkhovna Rada of Ukraine of previous convocations, former presidents of Ukraine, the Prime Minister of Ukraine and members of the Cabinet of Ministers of Ukraine, heads of Ukraine’s judicial branch of government, chiefs of foreign diplomatic missions, representatives of the media, and other officials.

The Chairman of the Verkhovna Rada of Ukraine invited a warrior of the Honour Guard to bring the Declaration on State Sovereignty of Ukraine into the parliamentary chamber. The latter carried it in and placed the document next to the rostrum.

The Chairman of the Verkhovna Rada of Ukraine announced that the solemn meeting on the occasion of the 30th Anniversary of the Declaration on State Sovereignty of Ukraine is opened.

Afterwards, chorally performed there was the National Anthem of Ukraine.

  • The Chairman called on the first speaker - the President of Ukraine Volodymyr Zelenskyi.

  • The First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk gave then the floor to the Chairman of the Verkhovna Rada Dmytro Razumkov.

In his speech, Dmytro Razumkov, inter alia, stated: "30 years ago, the Ukrainian Parliament made its first and foremost, quite difficult, but very important step towards the creation of an independent Ukraine. The adoption of the Declaration on State Sovereignty does stand on a par with such outstanding events in the history of Ukraine as the Declaration of Independence, the 1 December Referendum and the First Presidential Elections. The Declaration of State Sovereignty is quite a bold document that was made and approved by desperately audacious people, the people who did believe in the future of Ukraine with no guarantees of success," Dmytro Razumkov highlighted.

The Chairman of the Verkhovna Rada "on behalf of all Ukrainian people, from today’s and all ensuing generations" thanked those who did go in 1990 for broke by accomplishing this adventurous step.

The head of the Parliament also noted that the Declaration has laid down the principles which the country was and is being built upon: democracy, priority of human rights and freedoms, freedom of speech and religious liberty, the rule of law, independence of governmental decisions, people as the only source of power, peaceful coexistence and cultural development of all nationalities, priority of universal values over class ones.

“Subsequently, these principles were enshrined in the Constitution and are, in fact, the basis for the whole body of Ukrainian legislation. They remain relevant even today. They should be followed by every citizen as these principles are that very sound footing of our statehood," the Speaker underlined.

Dmytro Razumkov also stressed the immutability of these principles. "Sovereignty and independence of our state is the fact that can never, in no way, be questioned," the Chairman of the Verkhovna Rada averred.

He also expressed confidence that Ukraine would defend its sovereignty now, just as it once did, way back in the nineties.

Dmytro Razumkov also noted the role of the Verkhovna Rada "which has always stood and will at all times be standing with the Ukrainian People and the Ukrainian State in the fight for independence and future of the country".

“In the moments fateful for the life of the state, the Parliament of Ukraine has always taken decisions regardless of political flags, slogans and messages. We must remember that when we are united by a great common goal, we are able to make decisions that can really work for the good of our country," the Chairman of the Verkhovna Rada underscored.

In conclusion of his speech, Dmytro Razumkov said: "Today, the fate of Ukraine is in our hands. So we, the Parliament of Ukraine of the ninth convocation, must in name and in deed prove that we are prepared for this responsibility".

  • Afterwards, the presiding officer invited to speak the Prime Minister Denys Shmyhal.
  • Then, the first President of independent Ukraine, ex-Chairman of the Verkhovna Rada of Ukraine in 1990-1991, a member of the Ukrainian Parliament of I-IV convocations Leonid Kravchuk spoke at the meeting.
  • The Chairman of the Verkhovna Rada of Ukraine then invited Ihor Yukhnovskyi, a member of the Verkhovna Rada of Ukraine of I-IV convocations, to the rostrum.
  • The presiding officer gave the floor to Yulii Ioffe, an MP of I, II, III, IV, VII, VIII and IX convocations.
  • Then, there spoke Serhii Soboliev, an MP of I, II, IV, VI, VII, VIII and IX convocations.
  • To the rostrum, there was finally invited Olena Kondratiuk, the Vice Speaker of the Parliament, an MP of VI, VII, VIII and IX convocations.

The Chairman thanked all the conferees and closed the meeting.
