There are ||||| bodies in focus of our committee scan today:

 

  • Committee on Social Policy and Protection of Veterans’ Rights

On July 6, there was held a themed roundtable on “Protection of older people’s rights”, organized in conjunction with the Slovene Embassy to Ukraine.

The event was attended by Ukrainian MPs, representatives of the United Nations, embassies of South Africa and the Argentine Republic to Ukraine, the German Institute for Human Rights, as well as representatives of central executive bodies, the Verkhovna Rada Commissioner for Human Rights, the Pension Fund of Ukraine, all-Ukrainian trade-union associations and employers' organizations, nonprofit and charitable organizations, research institutions, and the media.

The roundtable discussed, in particular, some extremely important issues regarding key trends in population ageing and the involvement of people advanced in years into participating in national government programmes aimed to build a happy and tolerant society.

Worthy of note. According to the committee, in Ukraine there presently live more than 9.5 million people over the age of 60, which makes one-fifth of the country’s population, and a third - in rural areas. The number of employed population at the age of 60 and over fluctuates around 800,000 people.

 

  • Committee on Ukraine’s Integration into EU

At its 7 July sitting, the committee scrutinized a variety of draft legislations that are designed to amend Ukraine’s labour law, activities of the Antimonopoly Committee of Ukraine as well as the National Anti-corruption Bureau of Ukraine (NABU).

As EU law-AA compliant, there were recognized the following bills:

Bill No.3779 “On amendments to the Law of Ukraine ‘On the Antimonopoly Committee of Ukraine’ concerning a greater number of state commissioners and support to the work of an appeal body”.

Bill No.3707 “On amendments to the Law of Ukraine ‘On enforcement proceedings’ as to introducing an electronic executive document”.

Bill No.3695 “On amendments to some acts of law as to ensuring equal opportunities for mother and father in attending to a child”. 

Bill No.3601 “On amendments to the Tax Code of Ukraine concerning the elimination of contradictions and a preciser definition of a leasing (rent) operation”.

Bill No.3180 (and its four alternatives 3180-1, 3180-2, 3180-3, 3180-4) “On amendments to the Law of Ukraine “On the National Anti-corruption Bureau of Ukraine (for harmonizing it with the anti-graft legislation in force)”. The parent bill aims to entitle the parliament to fire NABU director once he or she has been had up administratively.

 


  • Committee on Rules of Procedure, Parliamentary Ethics and Administration of Verkhovna Rada’s Work

At its 8 July sitting, the committee viewed the bill No.3720 “On amendments to Clause 3 of Section II ‘Final and Transitional Provisions’ of the Law of Ukraine ‘On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine regarding the enhanced electronic workflow within the Verkhovna Rada of Ukraine’”. The bill is aimed at creating cleared conditions for further putting the single automated workflow system into a full-scale operation at the parliament. Taking on the both readings recommended.

Bill No.3681 “On amendments to the Law of Ukraine ‘On temporary investigative commissions and temporary special commissions of the Verkhovna Rada of Ukraine’ to ensure their appropriate working conditions”. Adopting on the both readings recommended.

 

  • Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Regions and Autonomous Republic of Crimea, National Minorities and Interethnic Relations

During its 8 July sitting, the committee conducted hearings on legislative regulation and implementation of the state policy towards ensuring the rights of indigenous peoples and national minorities. It was noted that back in March 2014, the Parliament instructed the Cabinet of Ministers to submit draft acts of law and regulations that define and consolidate the status of the Crimean Tatar people as an indigenous people of Ukraine, however, the documents have not been adopted yet.

It was also stressed that the holding in 2021 of parliamentary hearings on ensuring the rights of indigenous peoples and national minorities is under heavy consideration at the moment.

The Commissioner for Human Rights of the Verkhovna Rada of Ukraine also informed about the observance of the rights and freedoms of the Roma national minority.

During the hearings, participants outlined the real state of ensuring the rights of national minorities and indigenous peoples in Ukraine and had then an ample debate on the main problems in the ethno-political sphere.

The deputy culture minister drew the audience’s attention to the need for modernizing the legislation, which is considered to be one of the most liberal in Europe. She also then stressed the need to increase the institutional capacity of structural units addressing ethno-political issues at the regional level, and to reduce the level of interaction between national minorities and public authorities.

The head of the State Service of Ukraine for Ethno-politics and Freedom of Conscience outlined key areas of future work of the newly created service.

International and local experts presented their visions over solving problems in the much talked-of area during the second session of the hearings.

 

  • Committee on Anti-Corruption Policy

Bill No.3435 “On amendments to some acts of Ukrainian legislation concerning transfer of corporate rights into [independent third-party] management”. Taking on the both readings recommended.

Bill No.3131 “On amendments to the Tax Code of Ukraine and other laws of Ukraine as to unshadowing the making of farm products”. The bill was said to be EU law-AA compliant.

 

The committee will next sit on the 15th of July.
