The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Tuesday’s plenary session.

The Chairman announced and MPs then supported two previously tabled proposals touching the routine of work of the parliament – (i) on Tuesdays and Thursdays plenary sittings are to now end at 3 pm and (ii) more time needs to be allocated this Friday for MPs requests’ being made public and considered.

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, and proposals.

After the speeches, the presiding officer announced the change of the name of the parliamentary group “For the Future” to the parliamentary group “The Party ‘For the Future’”, and the birth of two inter-factional associations (i) “For Ukraine United and Local Orthodox Church” and (ii) “For the Development of Ukrainian Rocket Production”.

Then, parliamentarians proceeded to the business of the day.

Verkhovna Rada’s address: Draft resolution No.3449

Following the consideration, the resolution “Address of the Verkhovna Rada of Ukraine to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, the NATO Parliamentary Assembly, the BSEC Parliamentary Assembly, national governments and parliaments across the world as to honouring the victims of genocide of the Crimean Tatar people and condemning violations by the Russian Federation as the aggressor state of the rights and freedoms of the Crimean Tatar people” was backed by 310 ayes.

 

On NATO PA session: Draft resolution No.3529

The resolution “On amendments to the Verkhovna Rada's resolution 'On the holding of 2020 spring session of the NATO Parliamentary Assembly'” was approved by 321 assenting votes.

 

On changes to Ukraine’s customs code: Draft bill No.3194

The bill “On amendments to the Customs Code of Ukraine due to the public prosecutor’s office reform and changes to the judiciary system of Ukraine” was confirmed by 301 ayes on its both readings.

 

On changes to Ukraine’s budget code: Draft bill No.2782

The bill “On amendments to the Budget Code of Ukraine due to the administrative reform” was voted and then taken on the first (325 ayes) and second (330 ayes) readings.

 

On national forest inventory: Draft bill No.2379

On the second reading there was backed by 322 ayes the bill “On amendments to the Forest Code of Ukraine as to conducting the national forest inventory”.

 

On a de-bureaucratized healthcare sector: Draft bill No.2429

The bill “On amendments to certain legislative acts of Ukraine on the elimination of farfetched bureaucratic barriers and corruption-generating factors in the healthcare sector” was taken on its second reading by 322 ayes.

 

On physical culture & sports: Draft bill No.2077

On the second reading there was adopted the bill “On amendments to the Law of Ukraine ‘On physical culture and sports’ (as to the activity of the Sports Students Union of Ukraine and the Ukrainian Federation of Student Sports)”. 248 votes were given in favour of this document.

 

On amendments to UA law: Draft bill No.2494

The bill “On amendments to certain legislative acts of Ukraine” was backed by 239 votes in favour on its second reading.

 

On changes to a VRU resolution: Draft resolution No.3401

The resolution “On election of chairmen, first deputies, deputy chairmen, secretaries, members of committees of the Verkhovna Rada of Ukraine of the ninth convocation” was supported by 229 ayes.

 

On environmental impact assessment: Draft bill No.3438

The bill “On amendments to the Law of Ukraine ‘On environmental impact assessment’ as to preventing the emergence and spread of coronavirus disease (COVID-19)” was backed by 255 assenting votes on the first reading.


On business deregulation: Draft bill No.3361

264 votes were given in favour of the first reading of the bill “On amendments to certain legislative acts of Ukraine as to the first moves in business deregulation through liability insurance”.

 

On offices for the court: Draft bill No.3348

The bill “On amendments to the Law of Ukraine ‘On the High Anti-Corruption Court of Ukraine’ for providing the court with office facilities and other operational issues” was approved on the first reading by 260 assenting votes.

 

On Antonov’s debt reorganization: Draft bill No.3350

The bill “On amendments to the Law of Ukraine ‘On debt reorganization of the State Enterprise ‘Antonov’ (as to creating the factors for providing the High Anti-Corruption Court with office facilities)” was supported on the first reading by 251 ayes.

 

The presiding officer closed the plenary sitting.
