VRU Secretariat obtains results of func analysis made by PRO and WFD experts

The Verkhovna Rada of Ukraine Secretariat is finally in receipt of the functional analysis results compiled by PRO and WFD assessors

The Verkhovna Rada Secretariat has completed the functional analysis conducted by the Parliamentary Reform Office (PRO) in cooperation with the Westminster Foundation for Democracy (WFD), being so commissioned by the EU-UNDP Parliamentary Reform Project.

Based on the results of the functional analysis, WFD analysts prepared a voluminous report with conclusions and recommendations, which was then submitted to the Chief of Staff of the Verkhovna Rada of Ukraine Secretariat Mr Viacheslav Shtuchnyi.

This report advocates a set of structural changes aimed at more efficient role-sharing between structural units of the Secretariat, eliminating duplication of functions between them as well as removing redundant functions, along with introducing modern human resource management practices in the Secretariat – with the overall purpose to ensure a qualitative leap in the parliament’s institutional capacities.

The report suggests introducing some strategic planning mechanisms, whose synergy ought to lead to stating its mission, values and goals for the near future. Thus, this strategic action plan will be one of the key control documents for the Secretariat’s programme of reforms.

Experts of the Westminster Foundation for Democracy did indicate the relevancy of the VRU bodies’ staffing structure. At the same time, they offered a set of measures purposed to frame a more effective personnel policy, which includes employment, promotion and transition between the structural units, including through the launch of an ad hoc parliamentary service.

The report also aims to improve the system of training and advanced training of civil servants, MPs’ aides, etc. - in particular, by establishing a special on-line training centre capable of delivering continuing and ‘non-stop’ services.

In addition, the report encourages wider and deeper implementation of IT solutions in the fields of document management and lawmaking.

The document also promotes further developing of internal and external communications of the Verkhovna Rada of Ukraine, in particular by covering the Verkhovna Rada’s work through social media.

Viacheslav Shtuchnyi expressed his sincere gratitude to experts and partners from the Delegation of the European Union to Ukraine and the United Nations Development Programme for the above thorough analysis. According to the Chief of Staff, all the conclusions and recommendations will be carefully studied and transformed into a clear roadmap for reforming the Verkhovna Rada Secretariat.
