The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Wednesday’s plenary session.

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, and proposals.

Parliamentarians proceeded to the business of the day.

1.Bills Nos.3196, 3196-1 “On amendments to the Law of Ukraine ‘On the Security Service of Ukraine’ as to the improvement of the organizational and legal principles of activity of the Security Service of Ukraine” (redrafted);

2.Bill No.3415 “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine regarding the special consideration procedure for second-reading bills”;

3.Bill No.2560 “On amendments to certain laws of Ukraine (as to the determination of investigative jurisdiction for criminal offences pretrial investigation of which is conducted by interrogators of the State Bureau of Investigations)”;

4.Bill No.2390 “On amendments to the Bankruptcy Code of Ukraine (as to the measures aimed to cover backlog of debts of the wholesale electricity market)”;

5.Bill No.2515 “On amendments to the Administrative Offences Code of Ukraine as to harsher administrative responsibility for illicit fuel trade”;

On activity of the Security Service of Ukraine: Draft bill No.3196

The parliament considered the bills Nos.3196, 3196-1 “On amendments to the Law of Ukraine ‘On the Security Service of Ukraine’ as to the improvement of the organizational and legal principles of activity of the Security Service of Ukraine” (redrafted). Following the debate, the bill No.3196 was sent for review by 287 ayes.

 

On viewing second-reading bills: Draft bill No.3415

By 292 ayes, the parliament took the bill No.3415 “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine regarding the special consideration procedure for second-reading bills”.

 

On better pension provision: Draft bill No.0972

Parliamentarians have reconsidered the bill No.0972 “On amendments to the Law of Ukraine ‘On compulsory state pension insurance’ as to the improvement of pension provision”, coming with presidential proposals and decided to negative the draft law at issue by 264 votes.

 

On land privatization: Draft bills Nos.3012, 3012-1

The parliament considered the bills Nos.3012, 3012-1 (alternate) “On amendments to the Land Code of Ukraine as to the privatization of lands of state-owned and communal farm enterprises, establishments and organisations” and decided to reject the bill No.3012, whilst the bill No.3012-1 – send for review.

 

On access to official documents: Draft bill No.0032

By 305 ayes, the parliament endorsed the second reading of the bill No.0032 on the ratification of the Council of Europe Convention on Access to Official Documents. Ratification of the convention will bring Ukrainian legislation closer to the norms of European law and international standards in the area of access to information, increase the transparency of Ukraine’s public authorities and confirm its readiness for international cooperation.

 

On Asset Recovery and Management Agency (ARMA): Draft bill No.3304

The parliament took up the bill No.3304 “On amendments to the Law of Ukraine 'On the National Agency for finding, tracing and management of assets derived from corruption and other crimes'” (ARMA) and adopted it on the first reading by 258 assenting votes.

 

On biz ombudsman office: Draft bill No.0944

MPs have examined the bill No.0944 “On the Business Ombudsman Office” and decided to support the committee’s view that provides for rejecting the bill.

 

On changes to VRU work schedule: Draft resolution No.3511

The document aims to alter the prearranged work-plan calendar of the third session of the Verkhovna Rada of Ukraine of the ninth convocation now allowing it to work in committees, commissions, parliamentary fractions during May 21-22, 2020. By 311 ayes, the paper was backed in whole (second reading).

 

On relieving overpressure against businesses: Draft bill No.0958

The parliament has seen into the bill No.0958 that aims to alter UA law in order to prevent excessive pressure on business entities likely exerted by supervisory authorities when monitoring observance of the labour and employment legislation. The bill was found to be in need of some updates and was sent for review.

 

On jurisdiction of offences probed by SBI: Draft bill No.2560

Parliamentarians have studied the bill No.2560 “On amendments to certain laws of Ukraine (as to the determination of investigative jurisdiction for criminal offences pretrial investigation of which is conducted by interrogators of the State Bureau of Investigations)” and by 260 ayes confirmed the bill on its first reading.

 

On housing and utilities services: Draft bill No.2458

The parliament adopted the bill No.2458 “On amendments to some laws of Ukraine aimed to settle certain issues of housing and utilities services” on the first reading by 239 votes in favour.

 

About backlog of debts on e-market: Draft bill No.2390

Close scrutiny of the document has resulted in adopting the bill No.2390 “On amendments to the Bankruptcy Code of Ukraine (as to the measures aimed to cover backlog of debts of the wholesale electricity market)” on the first reading by 257 assenting votes.
