Today’s adoptions in a nutshell

Resolution No.3224

The parliament adopted the resolution No.3224 on some changes to the work-plan calendar of the third session of the Verkhovna Rada of Ukraine of the ninth convocation. The changes provide for switching parliamentarians to their committee work (working in committees, commissions, parliamentary factions and the like) until April 3, 2020. This regulation will enter into force on the day of its adoption.


Resolution No.3218: Highlights

The Verkhovna Rada approved the resolution No.3218 on some organizational issues touching Verkhovna Rada’s work during the quarantine in Ukraine.

The regulation changes the current Verkhovna Rada’s work-plan calendar of the third session, approved on January 16, 2020 under the No.462-IX, stipulating now that the parliamentary activities are to solely focus on the committee work until April 3, 2020.

The paper also entitles the Chairman to elongate the committee work-focused regime of the parliament once the Cabinet decides to prolong the quarantine in Ukraine.

In case of urgency, plenary sittings might be convened by the Chairman following a proposal submitted by the Conciliation Commission.

The regulation also puts off a set of parliamentary hearings till the fourth session of the Verkhovna Rada.

In case of martial law or national emergency or a nationwide quarantine newsmen and their supporting staff, having accreditation in the Verkhovna Rada, will be allowed to enter parliament's premises under an additional accreditation card, rules of issuance and usage of which are to be determined by the VRU Chairman.

President of Ukraine, Prime Minister of Ukraine, persons whose attendance is needful for agenda consideration as well as VRU Secretariat’s employees engaged in VRU sessions servicing are allowed to stay in the conference hall without special invitation.

The Chairman must duly inform MPs about a planned sitting (time and venue) not later than two days prior to holding the sitting in question.


Bill No.3220

The parliament passed the bill No.3220 “On amendments to the Tax Code of Ukraine and other legislative acts of Ukraine aimed to support taxpayers during the period of taking measures against the occurrence and spread of the coronavirus disease (COVID-19)”.

The amended tax code and the above laws provide for no punitive penalties for tax offenses committed within the period from March 1 till April 30, 2020; no revisions/inspections within the period from March 18 till April 30, 2020; the filing period for annual property and income declarations is extended until July 1, 2020; land use fees are not to be charged and levied within the period from March 1 till April 30, and some other relief measures.
