Ukraine at 8th Euronest’s session in Tbilisi: Results

Following the results of the 8th Ordinary Session of the EuroNest Parliamentary Assembly in Tbilisi (December 8-10), there was adopted an extraordinary resolution on the future of the Trio Plus Strategy 2030.

The Verkhovna Rada permanent delegation participated in the session.

Opening addresses were delivered by Chairman of the Parliament of Georgia, Archil Talakvadze, President of Georgia H.E. Salome Zurabishvili, Vice-President of the European Parliament Klara Dobrev, Co-President of the Euronest PA Andrius Kubilius, and Co-President of the Euronest PA Ivan Krulko.

During the Assembly, MEPs discussed the cooperation between the EU and the Eastern Partnership countries in the fields of human rights and democracy, energy security, economic integration, education and the social sphere.

The Ukrainian delegation also actively participated in discussions within the task group on Belarus affairs, the ad hoc working group on the Association Agreement and on the future of the Eastern Partnership. The Ukrainians proposed to develop a mechanism capable of ensuring stability, democracy, respect to the human rights, and counteracting hybrid threats and proxy wars. The Ukrainian delegation also drew particular attention to the issues of information security and energy security.

Following the work of the four standing committees and the 8th Ordinary Session of the EuroNest PA, there were adopted four important resolutions:

1.     Resolution on parliamentary oversight as a tool to strengthen democracy, accountability and effectiveness of state institutions in the Eastern Partnership countries – by Euronest's Committee on Political Affairs, Human Rights and Democracy (POL). The institution of parliamentary oversight is important in terms of preventing abuse of power and reducing corruption in the country.

2.     Resolution on facilitating digitalization to improve efficiency and stimulate economic growth in the EU and Eastern Partnership countries – by the Euronest's Committee on Economic Integration, Legal Approximation and Convergence with EU Policies (ECON).

3.     Resolution on ‘Solidarity and approximation in energy sector - towards a progressive regulatory framework’by the Euronest's Committee on Energy Security. Assembly members supported the need for framing a progressive regulatory framework.

4.     Resolution on innovations and reforms in the sphere of education in the EU and Eastern Partnership countriesby the Euronest's Committee on Social Affairs, Employment, Education, Culture and Civil Society.

In view of Euronest’s decennial, PA members pointed out that the existing strategy should be complemented with new long-range instruments to help EaP member states keep feeling motivated for further reforms during another decade until 2030. They also stressed that the EU should update and realign its policy instruments to reconcile their progress with that made by the Eastern European partners. To this end, there was adopted an extraordinary resolution “On the future of the Trio Plus Strategy 2030: building a future of Eastern Partnership”.

The Assembly also approved its action plan for 2020.
