Sitting of Conciliation Commission

  • Opening today’s sitting of the Conciliation Commission, the Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov stressed that the coming plenary week seems to be difficult and laborious.

He then thanked MPs for their productive work during the last plenary week. There were considered 51 items of the agenda, adopted twelve draft laws in tote and 10 bills on the first reading.  Also, there were addressed 203 parliamentary requests.

Dmytro Razumkov apprised the audience that on November 14 the Verkhovna Rada is to consider the second reading of the draft state budget of Ukraine for 2020 (the bill No. 2000).

D. Razumkov marked that the Nord Stream 2 issue would be considered later on this week in the EU.  "We do thus have some extra time to cover and defend our position on the issue at the international arena," he stated.

The First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk informed those in attendance about the bills to be seen into during this plenary week. In particular, this is about de-monopolization of the alcohol production, liability for illegal extraction of amber, gambling legalization and de-offshorization issues, the electoral code, changes to Ukraine’s constitution regarding decentralization of power, alterations to the parliamentary regulations and the chaplaincy service law.

The sitting was also attended by the Prime Minister of Ukraine Oleksii Honcharuk.  He outlined the government's priorities through the prism of the law-making process and kindly requested the Verkhovna Rada to rapidly consider a number of draft laws, including bills on land, restarting the power (the bill No. 2260), land use planning (the bill No.2280), defence procurement (the bill No.2398), etc.

Oleksii Honcharuk also stressed that the ministers do have a clear position and priorities set towards the next year's budget and are prepared to discuss them at length.

Representatives of parliamentary factions and groups spoke then at the meeting.

They agreed that on November 15 the health minister Zoriana Skaletska would answer the questions from the floor within the traditional ‘ask the government’ hour.

Afterwards, heads of factions and groups did not support removing the draft Law of Ukraine "On amendments to certain legislative acts of Ukraine on the circulation of agricultural lands" (the bill No. 2178) from this week’s agenda.
