The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Friday’s plenary session.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

After the speeches, the Verkhovna Rada carried the agenda of the current meeting.

 

The current agenda:

 

1.     Draft resolutions regarding holding parliamentary hearings on Ukraine’s land reform (No.2251) and a report of the Chairman of the Antimonopoly Committee of Ukraine (No.2306).

O First reading

2.     Bill No.2179 Bill No.2179 “On prevention and counteraction to legalizing (laundering) ill-gotten profits, financing of terrorism and financing of the proliferation of weapons of mass destruction”.

3.     Bill No.2189 “On amendments to the Law of Ukraine ‘On voluntary amalgamation of territorial communities’ (regarding an easier approval of prospective plans for formation of territories of communities of the Autonomous Republic of Crimea and the oblasts).

4.     Bill No.2172 “On amendments to certain legislative acts of Ukraine as to reducing pressure upon businesses by market surveillance authorities”.

5.     Draft bill “On amendments to the Law of Ukraine ‘On the electricity market’.

6.     Two bills amending Ukraine’s criminal code.

O Second reading

7.     Bill No.1041 “On amendments to the Law of Ukraine ‘On sources of financing of the public road system of Ukraine’ (regarding instituting a mid-term planning for the development and maintenance of public roads)”.

8.     Bill No.1152-1 “On amendments to the Criminal Code of Ukraine regarding the liability for falsification of pharmaceuticals or circulation of forged medications”.

9.     Bill No.0942 “On development and state support of small and medium-sized businesses in Ukraine”.

 

MPs then proceeded to the business of the day.

 

Dmytro Razumkov informed that the Prime Minister of Ukraine Oleksii Honcharuk and members of the Cabinet of Ministers are taking part in the plenary session. The members of the Cabinet of Ministers are expected to field questions regarding the local government reform.

The presiding officer gave the floor to the Minister of Development of Communities and Territories of Ukraine Aliona Babak.

The questions hour started.

The official answered the questions about decentralization and formation of capable territorial communities, regional development, suspension of financing municipal projects from the State Regional Development Fund (SRDF), formation of public utility tariffs, running the heating period, holding election in local territorial communities, changes in models of financing from the SRDF, etc.

Ask the Government hour ended at this point.

 

Parliamentarians then proceeded with the business of the day.

 

Laws, bills and resolutions passed


On parliamentary hearing

--Draft resolution No.2251

MPs have considered the draft resolution No.2251 regarding holding a parliamentary hearing themed “Land Reform: The National Model of Agricultural Land Circulation”, slated for December 4, 2019. The paper was backed by 318 ayes.

 

On Rada’s advisory bodies

--Draft bill No.1028

The presiding officer announced that he is in receipt of the Constitutional Court’s findings that confirm constitutionality of the bill No.1028 “On amendments to Article 85 of the Constitution of Ukraine (regarding consultative, advisory and other subsidiary bodies of the Verkhovna Rada of Ukraine)”. The officer instructed the line committee to review the bill asap and then submit it for the Verkhovna Rada’s consideration.


On laundering ill-gotten gains

--Draft bill No.2179

Parliamentarians have seen into the draft bill No.2179 “On prevention and counteraction to legalizing (laundering) ill-gotten profits, financing of terrorism and financing of the proliferation of weapons of mass destruction”. The statute was supported by 278 votes in favour on the first reading.

 

The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov closed the morning plenary session.

 

  • From November 4 to November 8 parliamentarians will be having their committee work (in committees, commission and factions).
  • The Parliament of Ukraine shall meet next time on November 12, 2019.
