The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Thursday’s plenary session.

D.Razumkov noted that today is the 50th day since the beginning of the Verkhovna Rada of Ukraine of the ninth convocation.  Over this period, there were examined 209 bills, 56 of which were signed into law.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

The Verkhovna Rada carried the agenda of the ongoing meeting.

Second reading

1.   Bill No.1010 “On amendments to the Law of Ukraine “On corruption prevention”.

2.   Bill No.1081 “On amendments to certain legislative acts of Ukraine for improving the procedure for provision of administrative services in the field of construction and establishing the Unified state electronic system for construction industry”.

3.   Bill No.1061 “On amendments to certain legislative acts of Ukraine regarding traffic safety management”.

4.   Bill No.1231 “On verification and monitoring of public payments”.

5.   Bill No.0906 “On amendments to certain legislative acts of Ukraine regarding military duty and military service”.

6.   An array of draft bills concerning functioning of the parliament and parliamentarians.

 

First reading

7.   Bill No.1067 “On amendments to certain legislative acts of Ukraine and declaring it void the Law of Ukraine ‘On the list of permit documents in the field of economic activity’ regarding faster de-regulation of business operations”.

8.   Bill No.2116 (including the bill No.2116-1 as the alternate) “On amendments to the Law of Ukraine “On the State Bureau of Investigations” regarding improving its performance”.

9.   Bill No.1152 (including the bill No.1152-1 as the alternate) “On amendments to the Criminal Code of Ukraine regarding strengthening liability for purchasing known low-grade medicine at the expense of budgetary funds”.

10.  Bill No.2161 “On amendments to the Law of Ukraine “On operational search activities" for improving performance of the State Border Guard Service of Ukraine”.

11.  Bill No.0001 “On ratification of the Agreement between the Government of United States of America and the Government of Ukraine to improve international tax compliance and to implement FATCA”, and two tributary bills on legislative amendments resulting from the above ratification.

12.  Bill No.2152 “On establishment of a Verkhovna Rada of Ukraine temporary investigating commission to probe the regulatory compliance information when transferring ownership of information television channels and ensuring counteraction to informational influence of the Russian Federation”.

Laws, bills and resolutions passed

 

On corruption exposers

--Draft bill No.1010

Here is the second reading of the bill amending the law on corruption prevention with regard to exposers of corruption. The instrument is vital for Ukraine’s authorities since venality has become a real daunting challenge for the Ukrainian society. Law enforcers have failed to get over the bane by themselves.

Therefore, the bill is made to introduce additional physical protection, some extra safeguards for the exposers, so that they could also become active participants in exposing the biggest corruption schemes.

One of the ‘silver bullets’ of the paper is granting a monetary reward to those exposers who have rendered unearthing information of great importance (i.e. misdoings for over ten million hryvnias worth).

The parliament passed the second reading of the bill No.1010 by 252 ayes.

 

On adm services in construction industry

--Draft bill No.1081

By 319 ayes, parliamentarians took the bill “On amendments to certain legislative acts of Ukraine for improving the procedure for provision of administrative services in the field of construction and establishing the Unified state electronic system for construction industry” on the second reading.

 

On traffic safety management

--Draft bill No.1061

By 316 ayes, parliamentarians carried the bill “On amendments to certain legislative acts of Ukraine regarding traffic safety management” on the second reading.

 

On verification of public payments

--Draft bill No.1231

By 249 ayes, the Verkhovna Rada approved the bill “On verification and monitoring of public payments” on its second reading.

 

On protecting intellectual property rights

--Draft bill No.1230

Through 271 votes in favour, the parliament confirmed the draft bill No.1230 “On amendments to the Tax Code of Ukraine regarding protection of intellectual property rights at transporting goods across the customs border of Ukraine”.


On better work of state investigation bureau

--Draft bill No.2116 (including the bill No.2116-1 as the alternate)

The chamber refused the bill No.2116-1 and approved the first reading of the draft bill No.2116 “On amendments to the Law of Ukraine ‘On the State Bureau of Investigations’ regarding improving its performance” by 263 votes in favour.


Ruslan Stefanchuk, the First Deputy Chairman of the Verkhovna Rada of Ukraine, announced the creation of parliamentary inter-factional associations: "Country Open to Everyone", "Energy and Environment", "Dnipro", "For Native Sumshchyna", "Slobozhanshchyna", "Zhytomyrshchyna" and "Cherkashchyna”.
