At that, in distribution of deputies’ mandates, there shall take part those candidates to have won five percent of the real votes in a national constituency. In this case, there will be used an electoral system that "allows it to personalize a vote (so called "open” lists of candidates).

The same system will be used for elections of deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, oblast councils and city councils of those cities where the number of voters exceeds 90 thousand persons.

After the code enters into force, the laws of Ukraine "On Elections of the President of Ukraine", "On Elections of People's Deputies of Ukraine", "On Local Elections", "On the State Register of Voters", "On the Central Election Commission" shall all expire.
