The Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy opened the morning plenary session.

Opening the session, the speaker notified MPs of a new supply of sanctions triggered off by OFAC in reply to Russia’s lasting complete disregard for international rights and regulations. He commended the consistent and steadfast position of the United States towards expansion and deepening of sanctions against Putin's Russia, an international terrorist country.

A.Parubiy called on members of parliament to hear the Patriarch Filaret’s plea to attach the bills to the agenda so as to review and prop them up in as much as they both are pointed at establishing the Ukrainian Church.

The presiding officer gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports, and proposals.

After the speeches, the lawmakers switched over to debates over the business of the day.

 

Laws, bills and resolutions passed

 

On property of state and communal educ institutions

--Draft law No.9425

By 235 ayes, the parliament carried the law of Ukraine “On amendments to the Article 80 of the law of Ukraine “On education” regarding providing the learning process with right conditions for work and education”.

The said article has been redrafted to freeze state and communal education institutions’ effects and realty from being privatized or misused save lawful leasing for rendering education-associated services unavailable at the institutions in question directly.


On designations of religious organizations

--Draft law No.5309

The Verkhovna Rada of Ukraine passed the law “On amendments to the Law of Ukraine "On freedom of faith and religious organizations" regarding designations of religious organizations (associations), which make up the structure (is part of) of a religious organization (association) whose steering body is located outside Ukraine in a state, legally recognized as committed military aggression against Ukraine and/or temporarily occupied Ukraine’s territory in part”.

Any of the above-described organizations is bound by law to reflect its affiliations to a foreign religious organization through reproducing the latter’s statute name in full in its own designation, with possible adding the wording “in Ukraine” and/or indicating its place in the structure of the aforementioned foreign religious organization. The appropriate changes have been introduced in the chapter II of the law of Ukraine “On freedom of faith and religious organizations”.

The bill hallmarks such affiliations and enjoins the bodies flagged to introduce due name changes into their official designations and statues (regulations).

The bill also deters the clergy of such organizations from over-visiting Ukraine’s military. Due amendments were made to the article 12 of the law of Ukraine “On freedom of faith and religious organizations”.
