Chair A.Parubiy: Echo of Day

( Information Department of the Verkhovna Rada of Ukraine Secretariat )

On anticorruption court

The Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy predicts that the bill on the Anticorruption Court will be considered in May. This was announced to reporters during the XI Kyiv Security Forum.  He also remarked that the anticorruption court bill would be reviewed within the first plenary week of May.

"After its first reading, 1950 amendments were made to the draft law.  I am well aware that the committee is working very hard on working out all the amendments," commented A.Parubiy.

The Сhairman of Parliament also said that last week he had addressed a letter to the Venice Commission asking to send a representative to Ukraine to help prepare the bill for the second reading.

On preference voting for CEC designees

In his media interview at the XI Kyiv Security Forum, the Chairman of Parliament said that the special security vetting of all the fourteen candidates to be in the Central Election Commission (CEC) had been completed successfully. According to A.Parubiy, the next step is to be made by the core committee which is held liable for making a decision on the issue.  "After this, there will be consultations with the factions,” added the politician. Upon the committee decision and the consultations are out, the CEC designees issue will be promptly introduced to the Parliament. If there is a failure to reach an agreement, a preference voting will be applied. The latter may take place within the next plenary week or in May at the latest.

At the same time, the Head of Parliament informed that several factions asked him to give them room to meet with the candidates for forging their positions.

A brief note:

On February 5, the President of Ukraine submitted to the Parliament the following CEC designees:

Alla Basalaieva, Nataliia Bernatska, Mykhailo Verbenskyi, Andrii Yevstihnieiev, Iryna Yefremova, Olha Zheltova, Oleh Konopolskyi, Svitlana Kustova, Olha Lotiuk, Vitalii Plukar, Yevhenii Radchenko, Tetiana Slipachuk, Leontii Shypilov, Tetiana Yuzkova.

On lifting of parliamentary privilege

The Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy expressed his confidence in a positive voting on the amendments abolishing parliamentary immunity.

The politician remarked that the first reading voting on the bill No.6773 amending the Constitution of Ukraine regarding the immunity abolition would take place at the current plenary session. “I believe that the decision of the Constitutional Court on this issue will be soon.  Therefore, we will have an opportunity and a chance to hold the first voting at this session.  There will be enough 226 votes,” said the Chairman of Parliament.

A.Parubi specified that in accordance with the procedure for amending the Constitution of Ukraine, the final adoption of the bill is possible at the next session by a constitutional majority, i.e. by 300 ayes.  He expressed confidence that it would be possible to find the three hundred votes, despite the skeptical attitude to the issue.
