"Solidarity and effective unity of peoples of the free world deliver the backbone and powerful answer to the Russian aggressor," -- Parliamentary Speaker Andriy Parubiy

The Speaker of the Verkhovna Rada of Ukraine A.Parubiy delivered a speech at the XI Kyiv Security Forum on Thursday.

"The aggression of Putin’s Russia against Ukraine remains today the most acute threat to the security of the region and Europe as a whole," said A.Parubiy. "Since the aggression began, four years have passed, but after the events in Syria, after London, after the intervention in the US and European elections, the world did manage to get convinced and realize the whole global menace Putin constitutes. This issue is of particular keenness to Ukraine".

The Parliament’s Chairman emphasized the importance of the support from the allies in the United States and the European Union rendered "during Ukraine's struggle against the Russian aggression", the significance of strengthening the anti-Putin coalition, which is "united and acting jointly against the Russian aggressor".

He then stressed that the most effective structure in confronting the Russia’s aggression was and remains the North Atlantic Alliance. "I am convinced that NATO is the global force that is able and committed to respond to the challenges facing the world," said A.Parubiy, having reminded that it had been his initiative that the Verkhovna Rada of Ukraine instituted by law that Ukraine's membership in  NATO was a foreign policy priority of Ukraine. At the same time, taking into account the experience of Ukraine in conducting hostilities, a close cooperation between Ukraine and NATO "is necessary for both sides" in his opinion. The Head of the Parliament remarked that on the way of Ukraine's accession to NATO, the National Security Law is one of the key points.

Later on, A.Parubiy dwelt at length upon the global modern security challenges that concern not only the military sphere, but also the economic, energy, information, and humanitarian spheres as well as cyber-security, because "they are the mainstays of a sovereign state that an invader first and foremost stabs at".

Taking into account the ongoing events, the Chairman drew attention to the energy security field. "The Russian aggressor uses energy as an element of blackmailing, as a hybrid weapon against European countries and against Ukraine, above all".

The Verkhovna Rada of Ukraine has recently adopted the parliamentary appeal to the international community on the inadmissibility of construction of the Nord Stream 2 gas line and the Russian Federation’s monopoly of the world gas market, backed by five more European parliaments. The Parliament's Chairperson observed that "according to experts, the existence of the gas transportation network in Ukraine was one of the deterrent factors from the full-scale invasion of Russian troops to Ukraine in the summer of 2014".

A.Parubiy underlined the importance that both Germany and all EU countries could spare a thought for the foundations and principles the European Union was built upon, and understand that “the authorization to build the North Stream 2 is a powerful blow at their allies, at Ukraine, where the guys are killed every day, defending the entire civilized world".

He appreciated the position of German Chancellor Angela Merkel regarding the Nord Stream 2 project, who recognized that the project is of not only economic but also political significance, and is an utterly forceful tool for influencing Europe.

"I am glad that our call is heard by our allies. The United States’ leadership condemns the construction of the Stream and strongly warns the companies that are planning to engage in this aggressive Russian project," said A.Parubiy, and expressed his hope that the project would be halted by the joint efforts.

The Chairman of the Verkhovna Rada stressed the need to strengthen cooperation within the Baltic-Black Sea region. According to the politician, one of Ukraine’s international duties is also to protect the interests of all the neighbors, the allies, whose rights and sovereignty were neglected by the Russian invader. "I am calling upon all the countries of Europe, and in particular our Baltic-Black Sea region, not to look for what separates us, not to dig into history through which they are constantly trying to have us separated and confronted, but to seek for what unites us," underscored A. Parubiy.

The Chairman of Parliament informed that he initiated the International Parliamentary Conference of Ukraine, Moldova and Georgia - "Eastern Partnership and Modern Security Challenges" on June 9, 2018 in Kyiv, to which all the allies from the Baltic-Black Sea region had already been invited.

"I became convinced that the outcome of this Kyiv conference should be the creation of an effective Inter-Parliamentary Ukraine-Moldova-Georgia Assembly with a standing body for rapid reaction to security threats from Putin's Russia foremost," said the Chairman of Parliament and stressed. - Solidarity and instrumental cohesion of peoples of the free world are the principal and powerful answer to the Russian aggressor".
