About international treaties

“The bill on termination of the Ukraine-Russia friendship treaty has consolidated the chamber, and enabled us to thus launch the process of dissolution of this shallow document,” — A.Parubiy

At his briefing to Rada TV channel on Friday, the chairman paid particular attention to international agreements adopted during the past plenary week. “The international security agreements that we discussed this week are utterly important as well.  It is, first of all, the draft law No. 0206 on termination of the friendship treaty with Russia. This decision has united the chamber, having enabled us to trigger off the process of its dissolution".

Another important agreement was said to be ratification of a Ukraine-Netherlands treaty that had extended the Agreement between Ukraine and the Kingdom of the Netherlands on the International mission for protection of the investigation dated 28 July, 2014 - concerning downing the Malaysian jet MH17 over the Donbas.

Last but not least was also another ratification decision virtually completing the set-up of a joint – Ukraine, Poland and Lithuania - military unit named after the great Hetman Kostiantyn Ostrozhskyi. "This idea - about the joint unit - which arose at the Lithuania-Poland-Ukraine Inter-parliamentary Assembly and was proclaimed by Ukraine, has pleased us a lot since both Poland and Lithuania have supported this initiative,” stated the politician.

According to A. Parubiy, such actions remind us of our history, when three peoples - Polish, Lithuanian and Ukrainian - jointly repulsed attacks of Moscow troops.


On combatant status for all pro-independent activists

The Chairman of the Verkhovna Rada called it to be symbolic the provision of a combatant status to fighters of the Ukrainian Insurgent Army, the UPA of Borovets, the Polissian Sich, and OUN – all those who fought for Ukraine’s independence – on the truly such Ukrainian Armed Forces Day. According to the Chairman, "it is a very symbolic act since both today's Ukrainian statehood and our struggle for independence are the sequel of the struggle of our predecessors, who with arms in their hands began to fight for Ukraine”.

This law is therefore thought to be of high and symbolic significance.

“The bill has shown continuity of the UPA struggle and today's struggle of Ukrainian fighters against Russia's aggression. Decades are passing by, the enemy remains the same though, and the struggle is the same - for the Independence of Ukraine," said A.Parubiy.


On mine action and contiguous zone

Among the laws adopted during this week the Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy named the law on mine action to be the most important one. The bill was taken under the number 9080-1.

The politician then clued in this document had gone through year-long preparations under the guidance of a specially set up working group.  "After numerous consultations, it has been decided to create the Mine action centre (MAC) in charge of coordination of all activities relating to mine clearance Ukraine-wide, including, of course, the front-line area," clarified A.Parubiy. This question, he said, "opens door to a much more efficient mine clearance” throughout Ukraine.

"They can neither plant here, nor graze livestock, and these lands are currently unavailable for local self-governments.  Heavier and broader demining will allow it to return the mine-free lands to local communities quicker," said the head of parliament, having confirmed the law had recently been duly signed.

The Verkhovna Rada Chairman stressed that the establishment of the Mine Action Centre is to unblock rendering Ukraine significant international funds aimed to make mine clearance more effective.

A.Parubiy also highlighted the importance of the draft law No.8361 on the contiguous zone of Ukraine. "This law is especially important now, when we are in a state of war introduced in ten oblasts of Ukraine.  It provides for, regulates and establishes the status and legal regime of use of Ukraine’s armed forces in the event of an invasion or crossing our sea borders.  And in fact, this makes up the legal basis for repulsing an enemy's armed aggression for the Ukrainian defence sector".
