H.Hopko in tries to trap the nicotine trap

( Information Department of the Verkhovna Rada of Ukraine Secretariat )

“Among the European integration obligations of Ukraine in the field of public health is the implementation of the EU Tobacco Products Directive, which regulates all aspects of the manufacture, sale, advertising and labeling of electronic cigarettes,” –- Hanna Hopko, MP

She took part on May 7 in a press conference on tobacco products control where the core experts discussed the uncontrolled distribution of electronic cigarettes in Ukraine, which has stirred up a significant increase in e-smokers, primarily among adolescents.

Findings of the 2017 WHO global youth tobacco survey show 18.4% of schoolchildren at age 13-15 to be e-smokers. Such a high prevalence of e-cigarette smoking among adolescents is due to the fact that there are no age restrictions for the sale of these devices.  And at the same time, it is a serious threat to the health of the younger generation, since Ukraine has no state control over the content and labeling of electronic cigarettes.

In order to resolve this issue, a group of parliamentarians filed an anti-tobacco bill No. 2820 three years ago, based on the latest EU Tobacco Products Directive (2014/40/EU). This document also provides for regulations over electronic cigarettes and the introduction of: alerts on dangers of smoking and risks of nicotine addiction; labeling rules for content and risks associated with chemical fluids; restrictions on the contents of refueling containers and cartridges; reporting requirements for manufacturers and distributors of these products.

“Among the European integration obligations of Ukraine in the field of public health is the implementation of the EU Tobacco Products Directive, which regulates all aspects of the manufacture, sale, advertising and labeling of electronic cigarettes.  These are the norms provided for by the bill number 2820, which has not been considered by the Parliament for three years, being blocked by some our colleagues. Therefore, I hereby appeal to the heads of all factions of the Verkhovna Rada and the Chairman of the Parliament Andriy Parubiy to assist in adopting the anti-tobacco bill in order to protect our children from the nicotine trap,” underscored Hanna Hopko.
